Bit of a weird question but hey, that’s world building for ya! (Is it obvious I’m working on a new thing? :rofl:) Anyway, here’s the question(s):

In a world of super-powered beings

  1. what would create a super villain and
  2. what would stop the regular people (authorities like police or military) from beating them?

  1. A super-powered being falls from grace, or the being decides the only way to save a population is to become a villain.
  1. Maybe the authorities work for the villain without noticing who they actually are…until it’s too late…
