It really depends who is in office, and how big the scope of the reaction is, too.
Traditionally, people would believe that Republicans would want war while Democrats don’t, but it’s really a crapshoot with who is the president as well as the HoR and Senate. (The voters don’t line up the way you want, either. The most easily swayed to war are more likely to vote Democrat when the overall media is for a war, and to vote Republican under other paradigms. And there’s a strong anti-war push in both parties, at least at the grassroots level.)

This would be operations that don’t get declared wars.

Personally, when they don’t declare it a war, they don’t have to have it approved by the HoR and Senate, so actions not declared war are very much the fault of the president in question. When it’s declared a war, there’s blame to spread around. And I’d often prefer no military action without approval, but I’m not going to get my wish.
The thing is that since we haven’t started anything with Japan most of my life, it’s not likely to easily start because the US treats Japan as fairly consistently friendly. In a lot of ways, going after Japan would be a bit like going after Switzerland. It’s not got any backing of “they are out to get us, being backed by bigger monsters”.
So, the only way I see a fight breaking out over this is:

No other contenders for constant war that the majority of the US at least won’t revolt over exists? Then someone will pick a fight over this military move.

The Japanese make it to space and knock the tar out of everyone while up there? "Oh, now they’ve done and gone North Korea on the US.
