Gimp. It’s the warp tool, and the exposure filter.
Thing is with the warp, I set the size as larger than a quarter of the face and drag the big changes out, then work my way smaller. The size of this pic was at 600 on down to 100?
I can do this type of change all day, really. Pretty easy to do with that program.
I found a useful tool by Night cafe - an example comparing modifiers to demonstrate the style it results in. I suspect these prompts might have similar results in the other AI generators.
