It’s the default setting on humans. We see it in it’s baser forms than at the extreme of law.

When we are mad at someone, we are mad at what they did to us. No exceptions, no excuses, it’s the action that counts.

When we do something that we know could hurt people, we talk about motivations. I don’t intend to hurt them. Its not like they need to get involved and hurt themselves by my existence. Our motives are excuses to ignore our actions.

We all do this, it’s usually on a small scale, not on things we’d get called out on. It’s just I rationalize me, not thee.

So, a law-breaking cop is one who has rationalized his behavior, and he writes you a ticket or jails you because your actions don’t get excuses. Same pattern.

The corrupt cop’s rationalization is the same mindset criminals have, which is one of the problems. It’s an extreme form of the human instinct to discuss motivation for things we do. Chances are, that cop rationalized immoral behaviour long before he became a cop, and the power the job gave him inflated his ego to the point he believed he was above the law. He also probably got away with such behaviours when he was young, and found ways to skirt around consequences. It’s ironically basic criminal psychology.
